Layers, selections and Partial Images can be rotated by a specific angle.

1. Select the motif you want to rotate using one of the selection tools such as the Lasso Tool, Rectangular Selection Tool, Magic Wand Tool or Polygon Tool.
2. Go to Edit Menu > Rotate. You can choose to rotate by a specified angle, or by a pre-defined angle or 90°, 180° or -90°. Alternatively, you can use the Freehand Rotate Tool. 
3. Hold down ⌥ (option key) to change this option to Rotate Layer, which is used to rotate Partial Images.
